I INTERNATIONAL BCN SHOPPING&SHOOTING SHORT FILM FEST
Barcelona Comerç, entity responsible for the website http://www.eixosbcn.org and https://www.bcnshoppingandshooting.cat, in its commitment to trade and culture, has created and organized the first edition of the “INTERNATIONAL BCN SHOPPING & SHOOTING SHORT FILM FEST“, a “Short Films” contest, with the aim of promoting the use of small businesses and proximity, as well as creativity, dissemination and cultural promotion of selected works through its official website https://www.bcnshoppingandshooting.cat, in any of its fixed or mobile applications and regardless of the supports -PCs, tablets, Smart TV, telephones, etc.- through which the web call can be accessed (in ahead, Festival website).
Barcelona Comerç announces the 1st Edition of the INTERNATIONAL BCN SHOPPING & SHOOTING SHORT FILM FEST (hereinafter, I Festival) in its Film and Commercial Short Film Festival modality, which will be held in accordance with the following BASES for participation:
1. REQUIREMENTS TO PARTICIPATE
1.1. They will be able to participate:
– Individuals, of legal age in their country, if they are over 18 years of age.
– Legal persons, legally constituted in their country, holders of the rights of the short films that they present: distributors, producers, film schools, autonomous regions, amateur filmmakers, and so on.
1.2. Short films submitted by people related to BARCELONA COMERÇ or the ORGANIZATION OF THE COMPETITION may not participate.
1.3. Registration will be free
2. SHORT FILMS
2.1. EThe short films (“Short Film/s” or “Short/s”, indistinctly) will be pieces of video or cinema, of free theme and technique, with maximum duration indicated in the following sub-section 2.5, fixed in any medium or medium within the formats admitted, in the preparation is defined the task of creation, production, assembly and postproduction, being excluded the mere reproductions of events or representations of any kind. Experimental, fiction, animation and documentary works will be accepted. Short films that have character or advertising content may not be presented, nor may large shopping malls appear, unless they are part of a social criticism and justify their appearance.
2.2. In the Short Films the title of the work and the author or participant entity that owns it must appear.
2.3. The shorts may have been shot in any original language. In any case, the Shorts filmed in the original language, other than Spanish or Catalan, must be submitted with subtitles in Spanish and English. The foregoing without prejudice to compliance with other dubbing or subtitling requirements indicated in other sections of these Terms.
2.4. Short films submitted may have been submitted to other contests.
2.5. You can send whatever timely estime timely always with a minimum period of five (5) minutes and one (1) second, up to a maximum of thirty (30) minutes, credits included.
3. DATES OF THE FIRST FESTIVAL
3.1. Registration dates
Prior to the submission of the Short Films, participants wishing to compete in this First Festival must register on the Festival website. The term to realize this inscription is the one included between the February 1st, 2019 and until the May 15, 2019, both included.
3.2. Shipping dates of the Shorts
Participants registered in the period outlined in section 3.1 above, must send copies of the Cortes respecting the following dates: (a) Short films sent by email through telematic services to share files (WeTransfer, dropbox, etc.) must be received no later than May 15, 2019 to the email address of the I Festival (concurs@bcnshoppingandshooting.cat); (B) Short films sent by post to the address of the 1st Festival that appears in Option B of section 5, must be received at this address no later than April 1, 2019. The shorts received after these dates, Regardless of the shipping dates, they will not be admitted to participate in the I Festival.
3.3. Competition phase on the Festival website
The competition phase will take place between February 1 and May 15, 2019, both included. BARCELONA COMERÇ will inform about the development of this phase through the Festival website.
4. HOW TO REGISTER
4.1. Before sending the Short Film it is mandatory that participants register on the Festival website and fill in the form that appears for this purpose. Participants must complete all the fields indicated as mandatory. Once the registration is completed correctly, an enrollment form will be generated that the participant must file, since it is mandatory to send this document via e-mail to the address of the I Festival (internacional@bcnshoppingandshooting.cat).
4.2. The inscriptions will be made by the director, the producer or by the legal representatives of the distribution of the Short.
4.3. After registration, the participant will send their copies in any of the formats indicated in the following section 5 (“Where and how to send the Short Film”). It is made known to all participants that if their Short is chosen as “Short Selected” (as indicated in section 7), it can not be removed from the “Competition Phase” of this First Festival and, therefore, it will remain Your participation in the I Festival, for all purposes, in accordance with the provisions of these Terms and Conditions.
5. WHERE AND HOW TO SEND THE SHORT FILM
Option A: Emails
In general, for any sending by e-mail, in the field “Subject” (or, if not in the “Message” field or equivalent) the title of the Short will be indicated. In the case of sending several Shorts in the same e-mail, in “Subject” you must indicate the name of the producer or distributor responsible for the shipment.
5.1.A. The previously registered Short Films can be sent by email to the email address of the I Festival (internacional@bcnshoppingandshooting.cat) using any telematic service to share files such as WeTransfer, dropbox or similar. The Short Films should not include any type of curtain (sound bars, etc.), except those related to the possible subsidies and prizes obtained by said work and that are in their original version and format.
Remember that in the field “Subject” include, as appropriate, the title of the Short, the name of the producer or the name of the distributor. If the “Subject” field does not exist in the sending mode, said reference will be indicated in the “Message” field or in the equivalent field.
5.2.A. In the same message, or in another message sent immediately after, participants must attach the registration form indicated in section 4.1, document generated after the completion of the registration process of each Short. This document is mandatory and, in any case, must be sent to the email address internacional@bcnshoppingandshooting.cat, indicating in the “Subject”, as appropriate, the title of the Short, the name of the producer or the name of the distributor.
5.3.A. For Shorts with an aspect ratio of 16: 9 the resolution should be 1024 × 576; and for the Shorts in 4: 3, of 768 × 576, with a weight not superior, in any of the cases, to 150MB. If you want to opt for a viewing in higher quality, the resolution should be 1280 × 720, with a weight not exceeding 600 MB. In case the shorts are selected to be projected on the big screen on the day of the gala, MOV files with an H264 compression and a resolution of 1920 × 1080 will be requested.
5.4.A If the Organizing Committee, in the process of managing the Short, fails to download, whatever the reason, the Organizing Committee may request a new shipment by email, and, in the last case, a physical delivery (DVD or Digital Copy of the Short). In these cases, the Organizing Committee will indicate the term in which the Short must be sent again.
5.5.A. The Organizing Committee may request the Short Films chosen as Short Films Finalists to send a trailer of their Short Film for promotional purposes of the First Festival.
5.6.A. Only for Short films the original, dubbed or subtitled language is not Spanish.
In the event that, according to what is indicated in section 6.3 of section 6 (“Organizing Committee”), the participants of the chosen Short Films are required to send a new copy, through any of the options and in any of the formats indicated in this section 5, with subtitles in Spanish, the cost of sending this new copy (if done by mail) will be charged to the participant.
5.7.A. I Important: For other options of sending by email, the participants must previously consult with the Organizing Committee through the email address of the I Festival (internacional@bcnshoppingandshooting.cat).
Option B: Shipping by postal mail
5.1.B. The previously registered Shorts may be sent in physical support to the following postal address

The shipping costs of the Shorts are charged to whoever registers.
5.2.B The participants who choose this option of sending, should send a DVD or USB support with the Short Film, which should not include any type of curtain (sound bars, etc.), except those related to possible subsidies and prizes that has obtained said work and that they are in their original version and format. To facilitate the process of managing DVDs or USB support it is recommended to send an additional digital copy of the Short.
5.3.B. Shipments from any of the countries that are not from the EEC (European Economic Community) will be made by mail stating that it is a NON-COMMERCIAL VALUE, or by courier, declaring a value less than fifteen (15) euros.
5.4.B. For short films with an aspect ratio of 16: 9 the resolution should be 1024 × 576; and for the videos in 4: 3, of 768 × 576 with a weight not superior, in any of the cases, to 150MB. If you want to opt for a viewing in higher quality, the resolution should be 1280 × 720, with a weight not exceeding 600 MB.
5.5.B. The following formats are supported:
MP4 and MOV: It is recommended to use an H.264 encoding.
AVI: DIVX or XVID.
5.6.B. Do not forget that those DVDs sent from outside Spain must be: All regions / Region 0.
5.7.B Each Short Film will be sent on DVD or independent USB support. Exceptionally, only in the case of Short Films sent by Film Schools, University Centers or those that belong to the folders of the autonomous communities, Regions or Countries with their own program of distribution of Short Films, DVD or USB support containing different shorts will be accepted.
5.8.B. You must attach with each Short Film a cover page where you can read the title, author or participating entity owner of the work, duration, date of production and date of release. Likewise, it is mandatory that in the participants’ submission they include printing of the document generated after the completion of the registration process.
5.9.B Those DVDs or USB support where several Short Films are included, must have a cover or document specifying the relationship of the Short Films presented to participate in the First Festival.
5.10.B. The DVDs, USB support and Digital Copies of Short Films that are sent to the I Festival in no case will be returned to the participants.
5.11.B. The Organizing Committee may request the Short Films chosen as Short Films Finalists to send a trailer of their Short Film for promotional purposes of the First Festival.
5.12.B. Only for Short films the original, dubbed or subtitled language is not Spanish.
In the event that, in accordance with the provisions of section 6.3 of section 6 (“Organizing Committee”), the participants of the selected Short Films are required to send a new copy, in any of the formats indicated in this section. 5, with subtitles in Spanish or English, the cost of sending this new copy (if done by postal mail) will also be paid by the participant.
6. ORGANIZING COMMITTEE
6.1. For any issue related to the organization of the I Festival strong>, BARCELONA COMERÇ will create an organizing committee (“Organizing Committee”).
6.2. The Organizing Committee of the I Festival strong> will not maintain correspondence with those responsible for the Short Films other than the own questions derived from the development of the I Festival strong>.
6.3. Only for Short films the original, dubbed or subtitled language is not Spanish.
With respect to the Finalist Shorts, the Organizing Committee will have the right to request at any time, who has made their registration, a new copy (in any of the formats indicated in section 5), with dubbing / subtitling in Spanish (in case de Cortos the original, dubbed or subtitled language is not Spanish). In case the Organizing Committee exercises this faculty, it will go directly to the specific participants with indication of the precise requirements of the materials for this new shipment. The costs of obtaining this copy and the dubbing / subtitling expenses will be charged to the required participant. In case this copy is sent by postal mail, and as indicated in section 5 above, the cost of sending this new copy will be charged to the participant.
6.4. For more information or questions, participants can contact the Organizing Committee through the email address internacional@bcnshoppingandshooting.cat.
In any case, in general, for any contact by e-mail with the Organizing Committee, who sends the message, the field “Subject” should indicate as appropriate, the title of the Short, the name of the producer or the name of the distributor.
7. SELECTION COMMITTEE
7.1. During the competition phase a Selection Committee (“Selection Committee”), made up of critics and film specialists appointed by BARCELONA COMERÇ, will be in charge of viewing the short films and choosing, among the short films received and assembled, all the requirements of participation required in these bases, Those who will enter the contest as selected shorts (“selected shorts”). Subsequently, this same selection committee will choose among these short films selected to be considered short finalists (“Short Finalists”) of the First Festival. Likewise, the Selection Committee will choose as “short finalists” at least five (5) short films of those that appear among the most viewed (“The most viewed”) during the competition phase. To this end, the Organizing Committee will develop a ranking of the most watched short films, taking into account that this ranking is made by the number of views (“reproductions”) that the “selected short films” have. The final ranking of the most viewed will be published on the website of the First Festival after the contest phase. The short films selected from the most viewed as “short finalists” may coincide with those previously selected by the Selection Committee. In any case, the prizes awarded by the jury will be awarded only among the finalists.
All the shorts chosen by the Commission as “finalist shorts” will opt for the following prizes: (a) Jury Award for the best short film by INTERNATIONAL SHORT FILM FEST BCN SHOPPING & SHOOTING 1st edition; (B) Special mentions of the jury. Notwithstanding the foregoing, the Commission will designate the finalist shorts from the rest of the categories referred to in section 9. It is important to point out that the same short film can be chosen as a “short runner” in more than one category and therefore obtain more of a prize.
The Festival website will help selected short films and finalist shorts.
The shorts selected to compete in I INTERNATIONAL SHOW FILM FEST BCN SHOPPING & SHOOTING can be seen on the website of the First Festival since May 20, 2019.
8. THE JURY
8.1. The jury will be appointed by BARCELONA COMERÇ and will be made up of people of recognized prestige in the field. The number of members of the jury will also be determined by BARCELONA COMERÇ.
8.2. Among all the finalist shorts, the jury will choose the winning shorts of the I Festival, with the exception of the following prizes: (a) Award for the best short film and (b) Special mentions according to the jury.
8.3. The jury’s votes will be secret, and its decision will be unappealable.
8.4. The jury is entitled to declare any of the prizes desert if it considers that the presented short films are not of sufficient quality.
9. PRIZES AND CATEGORIES
9.1. Prize to which all selected shorts (whether or not short finalists) choose.
Special mentions awards according to the jury.
9.2. Awards to those who choose the finalist shorts.
Vitrines Europe Award for the best short film INT. SHORT FILM FEST BCN SHOPPING & SHOOTING 1st Edition (1,500 euros). All finalists choose this prize.
Special mentions without any type of endowment. These mentions must be given, as the case may be, at the proposal of the jury and with the prior approval of the organizing committee. To these mentions they will choose all the finalist shorts.
The Organizing Committee may, at any time, decide to award prizes in other categories, which were known through the website of the First Festival.
9.3. As for the awarding of the public to the best short film, it will be assigned the same among the selected shorts that receive a greater number of votes from the users of the Festival website. Through this website, users will be informed of the dates on which these votes may take place. In case of a tie between two or more short films, he will be considered as the winner, obtaining therefore the prize, the short film whose sum “I like you” is superior. If the tie persists, the prize will be divided equally between the winners.
9.5. The amount of the prize “Vitrines Europe” for the best short film “INT SHORT FILM FEST BCN SHOPPING & SHOOTING” will be given to those who have been designated as beneficiaries in the registration form.
9.6. All prizes indicated, whether cash or not, include the amounts quoted in each case without any expense of any kind. It will be the responsibility of the winning beneficiaries to assume the amounts that, in their case, have to be introduced or maintained for this concept. Likewise, it will be the responsibility of the winning beneficiaries to have all their documentation in order: passports, national identity documents, etc., in order to collect the prize that was awarded.
9.7. The finalist shorts will be able to receive as many prizes as the jury considers and will be eligible for the Audience Award for the best short film.
10. AWARDS
10.1. For the awards ceremony of this I Festival, the 1st edition of INT. BCN SHOPPING & SHOOTING SHORT FILM FEST will organize a gala. Through the website of the First Festival, BARCELONA COMERÇ will announce any question related to its organization and celebration (place, date, etc.). In any case, there is no commitment on the part of the organization of the 1st edition of INT. SHORT FILM FEST BCN SHOPPING & SHOOTING 1st edition to organize this Gala and, if the event is held, the celebration of the Gala will be held before June 30, 2019.
10.2. In the event that BARCELONA COMERÇ FOUNDATION decides to organize the aforementioned prize-giving Gala, if the Organizing Committee so requires, in order to be able to access the prizes in any of its categories, the presence in that Gala of all those participants his short would have been chosen as finalist short film (or who, in his case, designates the participants to represent them in this Gala).
10.3. If BARCELONA COMERÇ decides not to organize the Gala awards ceremony, (i) through the Festival’s website, you will be informed of the winners of this First Festival, as well as the means, manner and dates of delivery of the corresponding prizes, (ii) BARCELONA COMERÇ may do interviews, through online or offline media, with all or some of the winners to know your impressions as winners of the First Festival.
11. GUARANTEES AND RESPONSIBILITIES OF PARTICIPANTS
To respect the rights of third parties and avoid anomalous situations in the development of the First Festival, BARCELONA COMERÇ communicates that:
11.1. BARCELONA COMERÇ It can not control, apart from other circumstances, that minors or entities not authorized to participate are related to the current I Festival. Therefore, in addition to not admitting it, BARCELONA COMERÇ has no responsibility over this matter, it is communicated that parents and tutors are solely responsible for controlling and helping minors in navigating the pages of www.bcnshoppingandshooting.cat and the Website of the Festival, and they will be in charge of enabling any other necessary mechanisms that, in their case, prevent access by minors in the BC or I Festival pages, or to the entities mentioned responsible, without admitting BC or any other entity related to the 1st Festival no responsibility or representation in this regard.
11.2. About the content of the short films:
The person/s or entity that registers a short film in this First Festival will be the legal responsible for the content and will be responsible for its content and how many statements, obligations and responsibilities are assumed for the fact of participation in accordance with the INT BCN SHOPPING & SHOOTING SHORT FILM FEST Rules.
Short films can not contain any illicit, pornographic material or any other rights of third parties.
The shorts must be originals. The participants who declare themselves authors (according to the Spanish legislation on intellectual property) will respond exclusively to this fact, without being able to derive responsibility in any case, not even in a subsidiary way at BARCELONA COMERÇ before any third party, including any author, if there are any, sound, visual, etc., and the participants can have enough rights of the short films presented with the possibility of being assigned the necessary rights. The participants will be the only responsible of any rights holder of any part (script, execution, etc.) of the short films, and declare that they have sufficient rights of reproduction, distribution and public communication including the making available of communication procedures by cable or wireless, of how many contents appear in the shorts presented as their own and that, consequently, they are in possession of the right title on all the rights that are necessary to present themselves to INT. BCN SHOPPING & SHOOTING SHORT FILM FEST, have sufficient legitimacy to subscribe to these bases. As a result, the participants assume responsibilities before BARCELONA COMERÇ, of any claim or obligation, legal or otherwise, that is made by third parties, especially claims regarding intellectual or industrial property, honor, privacy or self-image.
The participant who has made the registration of a short film on which the intellectual property rights that are legitimately claimed by third parties are pondered, will also be the sole and exclusive responsible for the complaints received BARCELONA COMERÇ or any other entities linked to the 1st Festival there, exempting them from any liability arising from their use and assuming economic or other responsibilities that may arise.
Both BARCELONA COMERÇ, as the selection committee, as the jury, as any person designated by BARCELONA COMERÇ participates in the development of the 1st SHORT FILM FEST INT SHOPPING & SHOOTING SHORT FILM Festival, reject all the legal responsibility of the shorts and their contents.
At the moment in which inaccuracies, irregularities or falsehoods are detected in the statements assumed by the participants, BARCELONA COMERÇ will reserve the right to withdraw the short film and the participants that have submitted to the contest, and if it is detected after the award ceremony in question, we will request your return, being able to ask to undo, as far as possible, the inaccuracy or anomalous situation.
11.3. About the Audience Award for the best short film:
BARCELONA COMERÇ reserves the right to justifiably expel from this I Festival the short film of any participant who, in order to obtain votes, carries out, directly or indirectly, fraudulent actions that affect the normal course of voting. In particular, it is prohibited to register votes by robots, technological developments or any means that allows the automatic registration of votes or that the temporary limitations of the daily votes from the same device or from the same IP address or the IPs range are not met. , which in turn establishes the technical committee. For the investigation, BARCELONA COMERÇ expressly authorizes the audit and monitoring of the votes received, using the means appropriate to the purpose. Therefore, the shorts expelled for this reason will not be eligible for any prize.
Any indication of fraud or irregularity in the voting, BARCELONA COMERÇ will have the power to carry out as many actions as it deems appropriate for the verification of the existence or not of fraud or irregularity. Also, BARCELONA COMERÇ may request information from those affected by the votes received by the short films. To this end, BARCELONA COMERÇ will appoint a technical committee. At the mere indication or suspicion of fraud or irregularity, BARCELONA COMERÇ may temporarily desist from the votes in the short, although it must inform the person who presented it, as soon as possible, of the circumstance of his withdrawal of the votes. If after the evaluation carried out by the Technical Commission mentioned above, the Commission determines that there has been a fraudulent or irregular use of the vote, BARCELONA COMERÇ will eliminate from the I Festival, in any of its categories, the short film affected by fraudulent votes or withdraw from the compute all votes considered fraudulent or irregular. In any case, in the event of unexpected situations that arise during the development of votes, BARCELONA COMERÇ reserves the right to modify the voting system to safeguard the reliability of these systems.
11.4. Rights on shorts.
The participation in the First Festival implies the free transfer by the participants, without territorial limitation and during the maximum period of time foreseen in the current legislation, of all the rights of reproduction, public communication, availability and distribution of the short films. presented the I Festival (including fragments or trailers and any type of graphic material of the short films, if applicable): (I) inclusion and dissemination on the website of the I Festival and any other section of the website www. bcnshoppingandshooting.cat, or the denomination that, in its case, comes to replace it, without this cession can be deduced that the shorts will be made available to the public in no case; (II) in other means of communication of BARCELONA COMERÇ, of its group or of third parties with which BARCELONA COMERÇ can reach agreements on the occasion of the promotion of the INT BCN SHOPPING & SHOOTING SHORT FILM FEST and of any of its editions, as well as in web pages of public or private entities that participate in the I Festival or in any of the editions of the
INT SHOPPING & SHOOTING SHOW SHOW FILM FEST (eg Entities in charge of the delivery of the prizes indicated in these bases, etc.); and (III) for cultural and non-profit purposes, except as indicated below for advertising activities. In relation to advertising, participants expressly accept and accept that in their environment, as well as before and after their viewing, any type of advertising may be displayed, without this being understood as a modification of the shorts.
S Without prejudice to the assignment of the rights indicated herein, only the participants responsible for the short film that have not been selected as finalists of the 1st Festival may be requested at BARCELONA COMERÇ to withdraw from the Festival website, although this withdrawal can only be requested with As of December 31, 2019, therefore, while these participants do not request the withdrawal of their short film, BARCELONA COMERÇ will have the right to exercise the rights indicated in this paragraph in any non-finalist short film.
In any case, and with respect to all the short films, the participants are informed that, even after the 1st Festival, BARCELONA COMERÇ will maintain the faculties indicated above, without territorial limitation and during the maximum period of time foreseen in the current legislation according to these bases.
In any type of dissemination, public communication or exhibition of the short films, the participants expressly authorize BARCELONA COMERÇ to include their logo and promoters, without this being understood as a modification of the shorts.
The participants in the present and Festival, the winners, and where appropriate, the attendants attending the Awards Gala if this is celebrated, expressly consent to the use by any person or entity of their image and personal data in any type of advertising, promotion, publication or any other means of nature, for commercial or informational purposes, provided that they are related to the INT SHOPPING & SHOOTING SHORT FILM FEST.
The participants assume that BARCELONA COMERÇ will be able to communicate the name of the winners through the Festival website, through the BARCELONA COMERÇ website, as well as through the web pages of public or private entities that participate in the First Festival (eg entities in charge of the delivery of the prizes indicated in these bases, collaborating partners, sponsors, etc.).
12. VARIOUS
12.1. If (I) there were no participants; (II) the follow-up was lower than expected, or (III) the quality of the shorts was not the minimum required by BARCELONA COMERÇ or the jury, the prizes may be declared deserted or may be canceled in the current I Festival. BARCELONA COMERÇ can also cancel the 1st Festival, even once it has begun, due to circumstances of force majeure considered BARCELONA COMERÇ.
12.2. BARCELONA COMERÇ may withdraw from the I Festival any short that does not meet the participation requirements required in these BASES or violates.
12.3. The Spanish bases can be translated into other languages that BARCELONA COMERÇ considers, at the mere incidence of their knowledge by potential participants who do not master the Spanish language. Therefore, if the bases are published in any language other than Spanish or Catalan (I), the bases in languages other than Spanish and Catalan will not be binding for the organization of the First Festival, which will be established on the basis of the Spanish or Catalan language; and (II) for any clarification that is necessary, the Spanish or Catalan version will prevail and prevail.
12.4. The person responsible for the personal data provided as a consequence of his / her participation in the INT SHOPPING & SHOOTING SHORT FILM FEST is BARCELONA COMERÇ, who will treat them in accordance with the applicable regulations and according to the privacy policy that can be consulted here, and that also You can find in the registration pages in the INT BCN SHOPPING & SHOOTING SHORT FILM FEST as permanent link with the foot of our website.
12.5. For any litigation that may arise from the current I Festival, both BARCELONA COMERÇ and the winners and other participants expressly waive any jurisdiction that may apply, and expressly submit to the Courts and Tribunals of the city of Barcelona (Spain).
The fact of participating or trying to participate in this I FESTIVAL supposes the total acceptance of these bases. In case of unforeseen situations BARCELONA COMERÇ will decide at every moment.
